"Control click to follow link" not working

This problem just started. My computer does not have an administrator. When trying to link to a website by scrolling over a URL, such as, www.citicards.com , this used to work fine. It would take me directly to their site. Now when I try to complete this task, I get the following: THIS OPERATION HAS BEEN CANCELLED DUE TO RESTRICTIONS IN EFFECT ON THIS COMPUTER. PLEASE CONTACT YOUR SYSTEM ADMINISTRATOR. Of course, I am the only person using this computer and there is no system administrator! Please tell me how to get this back to where I can scroll links and they will open.

Try the steps given here.
