I am stuck in stand by mode and people are telling me to reset the computer but I cannot locate a button to reset it .... Can you please tell me where it is located at ?

Normally you can unplug the PC, and press the power button to discharge any remaining electricity to the system board.
Then plug it back in and see if it will start up.

Unplug the machine again, press the power button to discharge residual current and remove and reinstall the coin cell battery on the motherboard.
Here is a link to the service manual for guidance on how to open the case and remove the battery:
Put it back together and try it again. You may have to enter the bios and reset the date and time.
If that doesn't bring it out of standby, I don't know what to tell you.

Computer these days are no longer designed to have "RESET BUTTONS" for a simple reason:
a reset button contributes to
the errors attributed when Windows OS, or any other OS,
was improperly shutdown, thus
corrupting the OS.
These days,the word "reset a computer" will mean to DISCHARGE the
ELECTRICITY from the main electronics board (usually called MOTHERBOARD) and the
power supply itself.For an HP:
unplug all (power cord,peripherals like printers and scanners,internet connection), from the back of the PC except mouse, keyboard,
and monitor.Turn off the power from the monitor also.
Make sure the power
cord or cable is unplugged or pulled out from the back of the tower.
Push the power button of the tower after unplugging/or pulling out the power cable until the fans stopped
turning and the green light at the back is turned off.
And please never attempt to open the box or tower, unless this is done first.
