I had the same problem and follow the instruction from a previous post. Just remove the cover or hood of the mouse. You will find a small black wheel, next to the wheel that you use for scrolling with your mouse. Clean the small wheel and the lens underneath your mouse and that will take car e of that.

Aldora310's solution (cleaning between the rubber "tire" and plastic rim may work temporarily but the next hot day when the rubber get soft (or sweat trickles down into the gap)  will cause it to act weirdly again. I tried a couple of times.

 

If you clip off the top cover, remove the battery and then remove the 3 screws that hold the next cover on, you can actually turn the wheel and see how the rubber slips on the rim, then take the wheel out, remove the tire and superglue it back onto the plastic rim. This is a permanent repair

 

My first suggested repair saves the hassle of the screws removal etc but one must take care that you do not allow excess superglue  to spread elswhere.

 

It is possible that he is describing "cleaning" the encoder that the wheel assembly slips into, but this solution would solve only some few mouses' problems if any.
