403 Forbidden Browser Error

No matter which browser I open I receive on the browser "403 Forbidden" "you do not have access/on this server"

 

"apache/2.21 (UNIX) server at searchpopclick.net, Port 80"

 

 

Three times I ran Norton Utilities and did restart each time and it still pops up on FIREFOX, EXPLORER 9 and CHROME on my PAVILLION dv6-3163cl Entertainment Notebook which is frustrating

clear all the browser's cache, history, temp folders for each browser, log off and log back in, DO NOT RESTART.  go down malware cleaning ultilities like Avast antivirus
