How can my print cartridges be empty when I haven't printed anything?

I've had an HP Photosmart B110b for a year and it's managed to get through two sets of ink cartridges in spite of the fact that we've printed fewer than 20 pages. This is obviously quite irritating - especially given the price of ink. It's not because we keep turning the printer on and off either as it has been turned on only to print i.e. less than half a dozen times.
Also it's virtually impossible to contact HP. They want the serial number (which is fair enough) and the product number. But the site doesn't recognise these. It then sends you to a form whcih asks for the serial and product number that it's just not recognised. Overall it's a bit of a shambles.
My previous HP printer (a laserjet from years ago) worked excellently and the support was good. Clearly things have changed rather dramatically at HP.

A month later and no reply.
