Installed new pro 8600 and it keeps telling to install the ink cartridges

During my installation of the Officeject Pro 8600, the printer control panel keeps telling me to install the ink cartridges.  I have done this (in and out) many times, but it must not be recognizing them.  They are brand new, right out of the HP printer box.  Does anyone know what else I need to do?
