I have been using this printer with mixed success. Initally it would scan and send fax very quickly. I have a static IP address set for it on my network, and it is not on a power strip or back up power. I have the latest drivers etc. HP has released. However since I signed up and started using the HP ink service, whereby I get so many pages a month and ink when I get low, the printer has gotten into its grand-pa movements. I try to scan... wait and wait.. a minute goes by then two.. I get a pop up says did I change the ip address.. and when I am closing that pop-up, off it goes..
Why would the HP ink subscription cause problems, unless it is checking with HP to see if it should do what was requested. If that is the case, good by HP ink service.

Ok I know a "canned" response when I get one. I am a network enginner, tho retired from TI, Motorola, Cisco and Bosch.
I do not have the IP out of the DHCP range, it is on 10.0.0.219 and I still have over 100 ip addresses to use on my network.
I also know about all network settings to keep every device happy.
However I found that the HP software was trying to use an Epson Printer that was no longer on the network. Once that was removed then the problem was resolved. Even Windows 10 Pro, recognized the Epson was not on the network and disconnected.
Problem solved.

I see that you're receiving an error regarding the IP address, this would indicate that there is an IP address conflict with another device on the network. I understand that you have configured a static IP address already but have you assigned a static IP address outside the DHCP range?
I don't believe that the HP Instant Ink program could be interfering with your ability to scan or fax. HP does not monitor what you're printing. The only information which is sent to HP is page counts (printed pages). Therefore, scanning and sending a fax are not counted. When you receive a fax, it would be counted towards your page count (if printed).

Please clarify, how faxes are slow (receiving or sending or both)?
- What is the error message you're receiving?
- Are you unable to receive or send a fax?
- Are you using the automatic document feeder (ADF) or the flatbed scanner glass?
- Please try both methods for scanning and faxing.
- Try performing the scan from HP Scan and the front panel, what were the results?
Tips for successful wireless connection:
- What encryption type are you using? HP recommends WPA or WPA2.
- Use a unique network name (SSID).
- Do not use a guest network (SSID).
- Avoid using Mac Address Filtering on the router.
- Make sure you have 802.11g enabled.
- The printer cannot connect to the 5.0 GHz network. If you have a dual-band router, the 2.4 GHz, and 5.0 GHz network names should not be the same. Rename the 5.0 GHz network.
- Do not hide your SSID (network name).
- Change the router to a fixed wireless channel like 1, 6 or 11, which has less traffic.
- Do you have a switch or an additional router?
- Disable UPnP on the router.
- Set router to 20Mhz only, or 145Mbps depending on the router.
- Update the router's firmware.
Turn off IPV6 from the printer's front panel menu:
- Setup Menu
- Network Setup
- Wireless Settings
- Advanced Settings
- IPV6, select Off
If the issue persists, you might be experiencing an IP address conflict. It is a good idea to assign the printer a static IP address, outside your DHCP range. For example, some routers DHCP default range is 192.168.0.100 to 192.168.0.200. So, I would use 192.168.0.232.
To assign the static IP address, use these steps as a guideline.
- Print a Network Configuration Page from the printer's front panel menu. Note the printer's IPV4 IP address.
- Type the IP address into your internet browser to bring up the EWS.
- Choose the Networking tab, then Wireless on the left side, then select the IPv4 tab.
- Select Manual IP.
- Enter your manual IP address of (192.168.0.232)
- Enter 255.255.255.0 for the subnet mask, unless it is different.
- Enter your router's IP address which can be found on the Network Configuration Page) for the default gateway.
- Please click Manual DNS Server. For the Manual Preferred DNS Server please enter 8.8.8.8 and for the Manual Alternate DNS Server please enter 8.8.4.4.
- Click Apply.
- Reboot the router, printer and computer.
- Test printing and scanning.
Please download and run the Print and Scan Doctor, it will likely diagnose and resolve the issue you are experiencing.
- What were the results when you ran the Print and Scan Doctor (did it print or scan, any error messages)?
Ensure your router and firewall are not blocking these ports.
- Scanning: UDP port: 427 TCP ports: 9220, 9500
- Try scanning USB, what were the results?
