I wasted many hours at our public library  trying to get our new HP 8740 to network scan after the windows 10 upgrade.Printing worked fine. I finally gave up on HP help and scan Doctor. I always got scanner not found. I removed the normal shortcuts on taskbar and start menus to scan (it looked like a blue Scanner) then I navigated to this location and put the new shortcut and suddenly it worked. Unfortunately windows scan doesn't have an option to save as PDF but a workaround is go to file print and pick a pdf application and then you get a pdf. Here is the file path (make sure hidden files are checked to show):

C:/program data/ microsoft/windows/start menu/programs/windows accessories/windows fax and scan

right click that location icon and put it on taskbar & or start menu and suddenly it scans

This is a ridiculous situation and HP needs to make their software find network scanner in windows 10. Even after this fix and successful scanning the HP software still can't find the scanner. This also works with HP 8600 and I imagine many other models. So the issue is definitely with the HP scanning software and not windows 10. HP phone  help sent me to a website that offered for a minimum of $99 to fix our network malware. What a joke. How anyone is expected to find that shortcut location is the question, especially as it is in a hidden folder.
