I tried to install the HP files, but the dates on the HP files still look the same as before and the HP Scan won't open - same error message. Do I need to uninstall the HP software first?

Sure, you can try that but i don't think it is necessary.  Just use Image Capture.

Hello.
I have the HP Deskjet 4280 and have run the diagnostic tool and everything checks ok. Dispite all efforts, updates and what have you, i cannot get anything other than a completely black result from scan. I am running win7 x64bit ultimate fully updated too.
I also get the same result by using the front panal.
There does not appear to be any other options to correct this problem.

My copy and scan functions don't work, the output is a black page. None of your online solutions work, and when I enter the problem on google I see a plethora of others with the same problem, but no solutions.

If you are using a C309a, let's reset it: Turn the printer off.  Hold the # and 6 keys while and for a few seconds after turning it back on.
