How exactly does it blink ?

Have you identified the pattern ?

If no, can you make a video with your phone or camera (close enought so that I can see it well)  and upload it somewhere (e.g. YouTube, DropBox, Google Drive, OneDrive....etc...) ?

Yes, you can format it by other means - for example using USB thumbdrive but this may not help - if it blinks it is usually something else.

Can you also post your full product model and product number > http://support.hp.com/us-en/document/c00033108  ?

Looking forward to your reply.

10 minutes reply - does this qualify for as soon as possible 😉

The blinking is an indication of BIOS or hardware issue with some part of your PC.

Please, review these 2 HP official articles about such issues you experience now. Follow the appropriate steps that fit your case to attempt to fix the issue:

and

Check the article and take note of how the CAPS blinks, note the pattern. By doing this you will see what the PC is trying to tell you. In the URL you will see what it means.

If you did try everything but nothing helped

or if it turns out to be hardware related issue,

I am afraid you will need to bring your computer (or ship it) to service - HP Authorized service center. If the computer is still under warranty, you will need to notify HP support first. If you are not sure where such a center is located, please contact HP support for assistance in finding one. Here is more info:

Let me know how it goes.
