How to always use power saving GPU with switchable graphics

Every time I reboot, the stupid thing goes back to the full power graphics after I selected the low power option.
How do I get it to always use the low power graphics and stop trying to switch when I plug in the power ?!?!?!?!?!
my spicific hardware: ATI Mobility HD 5450 / Intel HD Graphics on HP TM2T Tablet 2100

- Right click desktop and choose configure switchable graphics
- Uncheck "automatically select power-saving GPU when on battery" and then select the Power-Saving GPU. Intel GPU will always be on, battery or power cord. You can test it by plugging your cord out and in. No change !
