hp pavilion dv9600 cto entertainment pc. upgraded to windows 7 ultimate ( 2009 edition ) . 64 bit operating system. AMD Turion 64 by 2 mobile technology TL- 58 1.90 GHz . 2 GB memory.

Based on this, your machine does NOT have Bluray player. Here is the list:

I have the HP Pavilion dv9620 us Notebook PC . It played blu ray disc before I upgraded windows 7 Ultimate. Please , check this information out. This is the HP Pavilion Entertainment PC in the hp 9600 series.

I have the HP Pavilion dv9620 us Notebook PC. I was able to watch blu ray disc before I upgraded to Windows 7 Ultimate two years ago . This is the HP Pavilion Entertainment PC. If this information is of better help for my problem . Thank you so much for your help.

I do not believe the OP stated it was factory installed. Just that it previously worked, but does not now. Same issue I am having. (Felt compelled to reply as no one has bothered to actually solve this problem, yet.)

As far as I know, at this point, there is no free way to do this through Windows. This is primarily due to the requirement of the encryption keys being needed. ArcSoft Total Media Theater seems to be the best program on Windows for BluRay, but it's priced at $99 (except the 15-day free trial).
