Internal LCD displays wrong colors

The problem does not exist when I connect the laptop to an external display.

I have taken apart the display and re-seated the LCD's data cable on both ends.

Some of the pixels are flickering.

I have a second laptop of the exact same make and model that is working fine.

Is the problem with the LCD or the data cable?

Your LCD display is faulty.

That was some solid troubleshooting you performed on your own.

Connecting an external display to check the operation of the onboard video chip was an excellent troubleshooting choice.

If your laptop is still in warranty contact HP support.

I swapped out the LCD panel and the problem persisted. 

I believe there is a weak spot in the video cable where it is routed through the hinge. I was able to get the image on the screen to look normal again by moving the cable, but the problem returns sometimes when opening or closing the lid.

A replacement video cable is not as widely available as a replacement LCD for this model. Expect to pay about $100 for either part.
