My hp G70 Notebook PC gives blur blinking light patterns during start up.

My hp G70 Notebook PC  with s/n 2CE90293LH and p/n NG509EA#ABU , gives blur / blinking light patterns during start up, at least till windows (vista - home premium service pack 2, 32-bit operating system) finishes booting. It returns normalcy but experiences this blur blinking once in while during usage. Another fault is a display on my screen when I power the pc and it informs me of low capacity of my battery and the need to change / get help from this website. I am a novice and will appreciate some help here.........
