Pavilion dv7 - 2174ca graphics card drivers are from 2009, please help me get the new ones

Hi, I'm kind of new to the whole laptop scene - this is my first one.
I'm having a peculiar problem installing new drivers for my graphics card. I have an ATI Radeon 4650 HD 1gb card for which my drivers badly need updating. However, I can't even uninstall the drivers I have now. If I try to, and if I attempt to eradicate all of their contamination from my hard drive, they just suddenly appear again after I reboot - crushing my hopes and dreams.
Secondly, I'm not even allowed to install the new official ATI mobility drivers, and that really hurts me inside. So let me get this straight, I'm not allowed to download vital software for a product I indirectly bought from ATI, because the middleman (HP) thinks its too cool for school?
Thirdly, the only drivers that I can (technically) download for my graphics card are on the HP website. Sadly though, HP must have forgotten that drivers even exist after that fateful day, October the 21st, 2009.

TLDR: I can't uninstall my drivers, I'm not allowed to install the new official ATI drivers, and HP doesn't have the new drivers.
Please tell me that someone here has a way to go around all this "stuff" and gain access to the newest ATI drivers? Any help would be greatly appreciated.
Also, I have already tried using Mobility Modder, and it didn't do the trick - I don't know why.
