alt tab dim's screen

I was playing a game that uses the function keys.

I hit the video setting on this game(F4 key).

i disabled the HP/notebook keys by default, but.

when i alt tab out of this game, the display is still darkened like it thinks i hit the F4 video display button agian.

how do i fix this, so that when i alt tab, the screen isn't dimmed?

i also have this same problem, but instead of with a game, it is with any program that uses my second screen output.
