right-click on the taskbar and make sure that "Lock the Taskbar" is unchecked. then move your cursor to the top part of the taskbar until it changes to an "up/down" arrow...left click and drag the taskbar down closer to the bottom of the screen.

afterwards, you can right-click on the taskbar and lock it again.

Re: how do I make the toolbar smaller on my notebook, Windows 7?

Smitty,

It's possible you have the TaskBar as small as it's going to go.  That does not explain why you do not see the <--> for adjusting the Taskbar.

Open up the Properties and see if you can move the Taskbar around: top, right, left...

If you can move the location, AND if you do not have the taskbar locked, then you should be able to grab that edge with your mouse and adjust the edge to be wider or more slender.  There IS a limit, though, it won't disappear into a skinny little thread.  The limit is about the width of two and a half "small icons" - about 1/2 inch (American measurement).

You  CAN set the TaskBar to disappear when you are not using it - this the the Auto-hide feature on that same page.

I hope this helps!
