unable to change primary and secondary monitors on hp mini

hp mini 110--1025dx PC windows XP home service pack 3. latest display drivers and intel chipset drivers
About a year ago i had to reinstall windows via usb and ever since then under display properties>settings I have plug and play monitor as the primary and the default under secondary. I have tried to change the default as the primary by clicking the two boxes in properties, right clicking on the image of monitors then changing those settings and every sort of combination of them, but as soon as i click apply the screen blinks then reverts back to normal. under the properties of the plug and play I'm unable to change the screen resolution yet under the default one i can. the secondary monitor is suppose to be my primary therefore when i try to use programs that require fullscreen the resolution is all wrong. I've done as much research as i can on how to change this but haven't been able to find anything of help. i am decent with computers and as long as instructions are detailed i can do just about anything on my end if its required to go deep into the system settings. any help is appreciated and thanks in advance
edit: few random details, under display properties of secondary monitor the color quality is set to lowest, that may be default because of whatever error that is causing this and like i said I'm unable to change any settings under that display.
edit: another thing is after installing some random intel chipset drivers and hp graphic drivers (not literally,more like educated guesses of drivers that may have a work around to my problem) and still being unable to change my displays, after restoring to the regular drivers i closed the lid to my mini and i heard that sound when you plug in something new. Yeah very random but I'm trying to be as thorough as possible
