Some programs, like certain games, will set the screen resolution to 800x600. Which is not a native mode on some of those mini. I assume you are using XP, XP let's you do that.
You need to go into display settings, select monitor and uncheck the "show unsupported mode" and and then set the 1024x576 resolution (may have to reboot).

Alrighty, I set the monitor to display unsupported modes, and tried to change the resolution. I ended up getting standard 4:3 resolutions in my display settings and no widescreen resolutions. The lowest is 800x600 on the list, and the next up is 1024x768. Trying to change to any other resolution resulted in the desktop being blown up larger inside the askew screen borders and nothing else changing position. Under display in display settings, the screen is listed as "Digital Flat Panel(800x600)" if that says anything. I am using XP on here. I have all the latest updates from HP. I think this is the longest it has been stuck like this, as the screen has been fruity since yesterday morning.

I have exactly the same problem - the computer seems to think that the display is physically limited to 800x600 regardless of what I set the software resolution to. I would think it was a hardware issue, but the fact that the system devices lists the monitor as a Flat Panel 800 x 600 leads me to believe it is a software issue buried somewhere deep down.
Has anyone found a solution to this problem yet?

Well, time told, and the screen has again malfunctioned. The System Properties > Device Manager is again reporting the wrong screen. Is there a way to FORCE the system to recognize the hardware as it actually is? Not this made-up 800x600 "Flat Panel" business? Oh well, I'll keep working on it... HP doesn't seem to want to. Side note: I called HP Customer Care about this issue, and while the operator was kind enough to tell me that he believed the problem to be a hardware issue, he also told me that he could not get it serviced because I am in a different country than the US right now. He gave me the address to the online support supposedly provided for people in Europe, but after I went through the trouble of entering all the information I had to, I was informed (by the site) that my computer was no longer being supported.

That's okay. I managed to fix it. It was NOT a software problem at all, though it seemed to be as inconsistent enough to be an issue. In a nutshell, this is what I was experiencing and what I did to fix the issue.
The screen was EXACTLY as the original poster described:
- gray bar (less than a half-inch thick) running about an inch above the bottom of the screen
- about two inches of black "dead space" on the right side of the screen
- an area of about 640x480px to work in
- under the gray bar the top portion of the screen repeated itself
It seemed to be an issue from a boot, reboot, or return from hibernation. If the screen appeared normally at startup, it did not malfunction as long as the computer was not shut down, restarted, or put into hibernation. It would continue to work fine from standby/sleep, however.
At some point, no matter how many times the computer was rebooted, the screen continued to malfunction. At this point, I decided to open the case and investigate.
The clip for the monitor on the motherboard seemed fine, but there was an awful lot of tape fastening various wires and lines into bundles. After I pulled the tape away (I imagine this, more than anything else, likely voids the warranty) to discover that the wires going into the monitor clip were BENT. I straightened them out, cleaned the connection, and reconnected it. After reassembly, everything worked fine. It has been two weeks of varied use, from ten minutes to check and respond to e-mails to hours spent researching or writing. I have left the computer in sleep and hibernation without issue and also shutdown and restarted the system dozens of times under varied CPU temperatures (thinking the heat of the unit had some role in the monitor's functionality - look at the routing of the heat sink assembly and you'll see why) and throughout the range of motion on the monitor hinges. Everything seems to be working fine.
Note that I disassembled the computer according to the instructions in the HP 1000 Technical Documentation, which is available in PDF for those seeking it. I also disconnected and reconnected the RTS battery for good measure and restored the BIOS to default/factory specs, all of which is detailed in the Technical Documentation PDF. Whatever element of my little computer's surgery that did the trick, I cannot say for sure, but if you're experiencing the same issue and don't want to go through HP's warranty work (again, my experience wasn't great, but only because of the extraneous circumstances in which I find myself), know that it could be something VERY simple.
Of course, follow all the precautions outlined in the documentation if you choose to void your warranty and attempt to fix it yourself. And it goes without saying that I can't accept responsibility for anything you do to your own computer.

The way I managed to fix this on my daughter's computer was to navigate to the monitor tab in the advanced display settings area and select update driver. I told it to let me pick the driver and it gave two choices, one of which was plug and play which I selected. Then I rebooted. That elimated the doubled up image and horizontal bar across the screen. I then went to list all modes area and selected 1024x576 which eliminated the vertical scrolling. I don't understand why the driver for the monitor changed from plug and play to default, I'm sure it will do it again...

Many thanks for your suggestion! Worked great as I temporarily changed resolution on my mini to set up an HP wireless officejet. After getting the setup completed, I was able to change back to standard res and print just fine.
