1) Does your laptop only have an intel HD graphics card? That is usually the inbuilt one meant for daily tasks, my computer and the others here have an AMD as well which is used for higher end programs that require a little more juice. If it does have an AMD then catalyst might have the option for you.
2) I would imagine you would have the same power options as the rest of us, it seems to be a standard option. If not there, check through the rest of your options in advanced power options and see if you can spot anything along the lines of variable brightness.
3) If you cannot find anything then check the intel HD control pannel for the option, it might have something similar to what catalyst has for you (I cannot comfirm this as I am unsure if having dual graphics cards changes things for me compared to you if you only have the one intel)
Other than this, I can only recommend that you google around a little more and see if you can find anything specifically for your computer, I hope this helps and good luck!

I have also this problem , i m using hp pavilion G4 and amd grahics card as in your solution i have checked AMD Catalyst control center latest version and windows 8 os but i can't find Enable vari-brightness option in poer option pls help me . it's disturbing a lot,
