How to manually set fan speed?

Hello,
Im looking for way to improve my FPS in certain games. When I start to play my fps is fine (low gpu and/or cpu heat). Then after a wile I get some really annoying fps spikes.
So I want to try to set the fan speed to 100% and see if there are any improvements.
How do I do that?
My spec:
HP Pavilion dv6-3050em
-ATI 5650HD
-2.3 GHz AMD Turion II Dual-Core Processor P520
-4GB ram
