Forgive my ignorance, but can you further elaborate as to what you mean by "run full out all the time?"  Also, regarding the speedstepping, the bios is the Insyde420 rev. 3.5 and does not give me any advanced features regarding the cpu; it's rather rudamentary.

What steps do I need to take to verify this information for you?

I don't know how much help this will be to you, but for what it's worth, this is the Intel Processor Diagnostic Tool results for the system.

Tha tells me the processor is genuine and it works.

That's good to know.  Regarding the speedstepping though, with no advanced options in this InSyde420 bios, are there any other ways to determine the speedstepping information you questioned?

Also, I forgot to mention that my new question regarding the chipset and the graphics scores being VERY low, in the original factory hard drive (it's failing but still works) there was a driver that allowed me to get a 4.0 (still low but acceptable for what's needed) in the 3D Business processes and a 3.6 for Windows Aero.  This was well before I ever swapped out the original Celeron 900 for the Core 2 Duo.

It was after I replaced the failing hard drive that the supposedly newest available drivers for the system (that gave me the aforementioned scores) that--upon completely updating Windows and the proposed chipset drivers--that now I get a score of 3.6 for 3D Business/Gaming processes and a 3.3 for Windows Aero.

I swapped out the hard drives last night (this is after the addition of the new processor) and it updated the drivers for the new Core 2 Duo and the date on the display chipset drivers are newer on the failing hard drive still presented the same higher numbers 4.0, 3.6 in addition to updating the driver for the new CPU.

I just don't understand why one install will allow my system to update the driver, yet on the other, it says that the system doesn't meet the minimum requirements to update.

I'd just like to get the 2011 chipset driver from the original failing hard drive and have it work on the fresh, clean install on the new hard drive.  Do you have any suggestions as to what I might be able to do?

HP Recommended

Original drivers are in the C:\swsetup folder if you can access that in the old hard drive.

HP Recommended

Yeah, I had them and copied them over but for whatever reason it still says the system doesn't meet the minimum requirements.  Furthermore, since my last post, I've copied and pasted every driver file associated with the chipset from the old hard drive over to the new one, and then copy/replaced those in safe mode with the newer drivers.  Now the drivers say they are updated to the 2012 version, but unlike on the failing hard drive, the Windows test numbers are still the same when rerunning the assessment even after doing the copy/paste.

I'm genuinely confused as to what driver/update/issue is keeping the numbers from being rated lower on a newer, better hard drive (I know the hard drive doesn't play a role in the graphics chipset debacle) when I used the same drivers that were in the SWSetup folder you mentioned, and also went so far as to copy each and every dll, sys, exe, bin, and reference files listed under the failing hard drive's display chipset drivers from the System32, Drivers, and the SysWoW64 folders.

I just don't know what's keeping it from updating properly, nor do I understand why system-specific drivers aren't being detected as "meeting minimum requirements."  Something is missing somewhere... but for the life of me, I cannot figure out what it is or where it's missing from.

When I try to use the HP Support Assistant, it tells me there are NO available updates for my system.  It's mindboggling.
