There is a link within my post to a guide for installing an updated driver straight from Synaptics.  I've been running the driver for 5 weeks and it has completely changed my opinion of my laptop.

 

I know that some people have tried downgrading the driver to no avail, so how about trying this option?  It's gotta be worth a punt!

Ok, had this same problem and the soltuion is to apply the touchpad manufacturer UNSIGNED software update.  Once you do that EVERYTHING IS FIXED.  You first have to disable your computer's Unsigned Driver Protection (just google that for your operating system) and then download their last software update (which when I run it without disabled the unsigned driver protection, just fails, but once I disabled the protection their update when in smoothly and FIXED THE MOUSE).

Thank you Chris and Tim!  Installing the Synaptics 17.0.19 unsigned driver has fixed all the jumpy touchpad problems on my Envy 14. Now WhyTheF didn't HP update their drivers and save us all so much frustration???

Tim's point about the use of the unsigned driver is fairly critical.  It won't work properly otherwise, and I think the guidance states this fact for Windows 8.1.

 

It's good that it appears to be working for some people, but other's are having more difficulty:

Je rencontres les problêmes similaires , je vien d'avoir mon ordinateur Hp envy notebook , le pavé tactille a un sérieux problêmes je n'arrive pas à le controlé et ça me rend vraiment hors controle , on ne peut même pas cliquersur ce que nous voulons , la souris saute lorsqu'on lache le pavé , bref le touchpad mouse me déçois énormément
