I know this is "solved" but I discovered something that was 'causing' this problem for me and my ENVY 17 - it may help somebody searching this thread.
Like the people further up this thread I was at a loss as to why my ENVY's numeric keyboard was turning off when there's no NUMLOCK key. In my case it turned out the external USB keyboard I use when I have the laptop in "desk mode" was the culprit. Obviously (in hindsight) if you disconnect an external keyboard that happened to be NUMLOCK=off at the time, you leave the built-in numeric keypad on the ENVY 17 in the same state.
Both the "script" solution and the on-screen keyboard solution work just fine for me, and eventually I'll get in the habit of checking for the NUMLOCK light before disconnecting. Strange that the laptop doesn't have a key when there's so much real estate on the 17...

Sorry but this doesn't work for me. Numbers on the keypad still doesn't work. Further this is a brand new PC I haven't even installed any programs yet, just got out of the box. :-(
Any other suggestions?

Thank You Thank You Thank you!!! I've tried neus's VBS script and wa84me's On-Screen Keyboard fixes, and they both work with my Envy17!
I'm an old-school programmer (I've been doing this almost 30 years!), and I've grown up using the numeric keypad as a cursor pad. It's been frustrating for me to have to keep editing my code to take out a lot of 22222's and 44444's that I'd inadvertently put in.
Now, with the VBS Script, I can turn the missing NumLock on/off whenever I want! I'm going to find a way to set it to a hotkey so I can toggle it from the keyboard.
Thanks guys for saving an old programmer from much frustration!

On-Screen Keyboard... Can't believe I didn't think of it.
Make sure you click the "options" key which will bring up the screen to enable the number pad which in turn reveilles the NumLock key.
The culprit in my case was VMware server, when I would reboot my virtual machine ( windows 2000 pro ) it would somehow toggle my numlock status.

I had the same problem and fixed it this way. press START icon. Type in "on-screen" (without quotes) in the search box. Then select On-Screen keyboard. Click options. Select Turn On Numeric Keypad then OK. A numeric keypad displays onscreen. There is a number lock key on this keypad. Click it. It will beep and you should be able to use the numeric keypad on your PC.
