Sounds same as iamghostman recording:
http://www.marquis4u.com/files/g7%20fan%20whining.
Noise stops when fan stops.
Fan sings in BIOS and while running windows 7.
Makes noise w/ vent partially blocked and unblocked so I don't think it is an airflow issue.
Perhaps noise caused by fan bearing play?
Other ideas about noise origin?

I am having the same issue on an HP Pavilion g7-131us Notebook PC.
I contacted HP Remote User Support. First tech said I should drain all the power out of the computer, remove the battery, etc. -- but I checked that recommendation out online and that is for computers that won't boot up.
Other than the whistling noise, mine is working fine, including bootup.
I did not carry out those steps. Instead, contacted second HP tech. Second HP tech claimed that he had not heard of this issue, but I believe it is a common issue with HP Pavilion g6 and g7 computers.
He had me download a BIOS update. BIOS update did not fix the issue. My computer is brand-new. The HP tech wanted me to mail the laptop to a repair center, but I am reluctant to do that, because other online forums had people saying that sending it to repair center did not work.
One person was told by repair tech that this noise is normal for HP laptops in this series.
I am thinking of returning it to the store.
Here are multiple links to this problem on online forums -- not sure why HP doesn't fix this issue:
