DV6700 Won't Power On

I don't think it is a battery or AC adapter problem.
Ok so I have a DV6810us motherboard. Stripped of all components.
I was trying to fix the GPU issue. But anyway yesterday I had just the mobo , the display , the cpu and fan hooked
up and my issue was resolved. I could boot fine. After I did the gpu reflow. But after removing the battery I tried
the A/C adapter. After that I couldn't get power via A/C or battery. The A/C is working because the blue light on the
adapter side is lit. That's the only thing though. No Led's or anything will power now. Now ALL of the components are off
the mobo and I hear a low contstant like spinning sound. It's not the fan or HDD. When I plug a 12v Ps2 A/C in the laptop I don't hear the noise and I get lights like with the official charger on the right side. But that's it. I have a ton of problems please help.
