HP Envy 15 Customization in Canada?

I'm looking to purchase an HP Envy 15 notebook, but I would like to customize it to fit my needs. I notice it is customizable on the American store, but not that Canadian store. Is it possible to customize the notebook if I'm ordering from Canada?

Same problem in the UK. Is Can you only customise in the US?
