HP Envy 17-2108TX CPU i7-2630QM just only upto 1.6 GHz

My new HP Envy 17-2108TX notebook, CPU i7-2630QM,
i found my notebook CPU can just only up to 1696 MHz by using 3D MARK Vantage scoring,

and the CPU score just only 6714 out of normal score 13700 of this CPU.

how can i tune the CPU upto Max 2.9GHz.

If there is an option in BIOS to enable Turbo Boost then it will automatically clock up when required. According to Intel, there is no other way to enable Turbo mode. Take a read here to get a bit more background on the technology.
