HP Pavillion dm4-1273ca - Static Buzzing Sound

Hey I have a HP dm4-1273ca.
Windows 7 - 64 Bit
Inter Core i5 M460 @ 2.53GHz
6GB RAM
Recently it has been making annoying static sounds and crackling that can be heard in the lower left corner. To the left of the trackpad. If you put your ear close to the Altec Lansing speaker you can hear the sound. It's high pitched static-y sound coming from that area.
I called HP and they tried to get me to update all the drivers. I did.
They said they would fix and have it back to me in 9 days.
Mailed Box to me - Express
Send to them - Took freaking 7 days
Send back - Express
PROBLEM STILL THERE
Total? About 2 weeks. For nothing.
I told them how to recreate the problem. Just start the computer and you'll hear it. Scroll up and down a webpage and you'll hear it. It's static and high pitched. The problem was listed as "Fan Failure"
Something makes me think that they didn't even bother try recreating the problem and just replaced the fan and shipped it back. Exact same problem as before. Incredibly dissapointing. It's incredibly irritating in a quiet room by myself.
OH and did I mention that now the fan randomly whirs REALLY loudly then quiets down.... then repeats and constantly has erratic behavior? I mean... i'm browsing the web, i'm copying files and it's SPIN REALLY LOUDLY then loud... then quiet... and again and again.
Help on how to fix this problem? I hear almost nothing when starting up the PC.... but when I start doing things after it's booted the sound starts. And the fan issue too. I'm a student. I can't afford 2 weeks without a computer. Seriously... dissapointing.
EDIT
I also ran hard drive checks and updated window blah blah blah... average CPU usage is aobut 4-10% and here is a VIDEO for you all to listen/see. Use good headphones I guess? Turn the volume UP. I didn't make any loud noises. You will hear high pitched annoying sounds.
