Hp pavilion: Cd/dvd player make strange noise, Win 7 installed

Hello

 

My laptop a hp pavilion dv3650ed make a strange noise when I try to play a DVD.
The laptop will not play the dvd, it seems like the cart of the laser decays.
Is for this problem a setting/driver to fix this?

 

(English isn't my best but when you don't understand me I will explain it to you)
