My apology. New member. I forgot to include the device info: Dv7 3165dx: OS WIN 7.
When I press the Power On button, lately, it requires several presses before the system will stay on for bootup.

Try to remove your battery and start the notebook with just the power adaptor attached.

I am thinking that the battery may have a shorted cell and is keeping the notebook from turning on because of short protection build into the system.

Danjen...Your thinking appears to be correct. I finally got a chance to follow your suggestion and found that my PC starts up consistantly with the battery removed. What are the negatives of continuing to use the battery. I did a battery check and got an OK status.

The only negative is if you lose power, your computer will shut down immediately and you will lose anything you were working on at the time. You may even have to do a check disk after that type of a shutdown. I believe the notebook actually runs cooler with the battery removed.
