On Startup, System Keeps Restarting With 2 Blue Screens-Power Supply Failure & Dumping Blue Scrn

I purchased the HP G70-463CL notebook a few months ago and the system has crashed for the third time. At this point, I am convinced that there may be a hardware problem ; however, during load-up, when I run diagnostics, it says that everything passed.

 

This is the third time in a 3-month timespan that I'm being advised to re-format the computer and I'm nervous to put all the effort into it if this fails again, as it did last time. Below is the problem:

 

1. Power Up Computer

2. Windows Vista Load-Up Screen Appears

3. System Resets

4. Windows Vista Load-Up Screen Appears

5. Blue Screen stating "Power Supply Failure"

6. System Resets 

 

The last time before this when I restored the computer, I got continuous errors on Vista saying "HP Lightscribe Does Not Work", "Control Panel Does Not Work", "Internet Explorer Does Not Work. " I'm wondering if there could be a hardware failure causing both of these problems and how can I pinpoint it?
