Which OS are you using?
Go to Device Manager to see if your webcam has the driver loaded. If there is a driver issue it can be easily seen in Device manager by looking for a yellow exclamation point and right-clicking and selecting properties for that device.

try to download another software that can test the webcam........
because sometimes the webcam is not working because there is a conflict on another software....

Have you considered running the sfc /scannow command from the command line? It must be run as Administrator. The command will verify your OS system files.

sfc /scannow will not fixed the issue....
try to update the bios
uninstall the driver of webcam
and try to reboot the system
on your system tray if you will see a icon that is for the windows live messenger try to exit
that and try to open your hp media smart software for webcam
please click my kudos..hehehehehe

I already tried downloading cyberlink youcam but that did not work with the webcam and many times I just got "Can't load SKUtil.dll".
What is the "sfc /scannow command from the command line"? And I am the administrator user of my computer.
I think I've already tried uninstalling the webcam driver if you mean software like "HP media smart webcam", but I don't know how to update the BIOS or what it is.

Hi,
sfc /scannow is a command line utility ( for most windows versions through Windows 7) which checks all windows system files for corruption and replaces them, if required. If file problems are found, the utility will request that the appropriate operating system cd be placed in the CD/DVD drive as an available source for replacement files. There is a problem with the Windows 7 version of this utility in terms of excessive memory useage.
Go to Control Panel --> System and look for the Webcam device. Right click the device and uninstall it. Afterwards right click any device and select scan for hardware changes. If the webcam is detected, supply the location of the webcam driver.
