Pavillion dv4 1155se that will not boot up. Black screen and blinking lights. Need help diagnosing.

Customer brought me their laptop, symptoms were black screen and blinking lights before shutting itself down. Replaced the hard drive and did restore.  After windows updates and restoring programs again the machine has a black screen and the blinking lights at start up now.  It can not boot and I'm wondering if I have a cpu issue or a motherboard problem. Any advice is welcomed.  Thank you!
