Plugged in not charging

I have been having problems with regards to charging my new battery. I recently bought a 12 cell Lithium ion battery. But whenever I charge the first message I see is "Plugged in not charging". I have to remove the AC wire every now and then to solve the problem. Its not until I do it 3-4 times that the message finally displays "Plugged in, charging". Can someone help me out here?
