The key combinations you have listed are not part of the quick launch buttons. CTR+ALT+DEL is supposed to invoke taskman.exe (Task Manager).
Take a read of these solutions posted at Kelly's Korner. Your problem is actually an operating system issue and not an HP software/driver issue. Something has disabled the keystrokes at the registry level.

BIOS setup (System configuration - Device configurations) look if you have enabled
"Swap the functions of the fn key and left ctrl key"
if so your right ctrl key shouls function as ctrl key but not the left one which shoudact like fn key and fn key should act like ctrl.
