Problems with my hp pavilion dv5-1036tx processor

Hi, I've got a hp pavilion dv5-1036tx notebook with an intel core 2 duo mobile T9400 processor with an intel PM 45 chipset. I used a program called pc wizard 2008 and it said that intel dynamic acceleration(IDA) and was disabled for my processor when it should be enabled according to intel. I've talked with intel and they asked me to check with hp. I've got the lastest version of bios and it doesn't help in anyway with this problem so i came here. I really need the performance from my processor!!! Help!!

I also wanted to know if i could upgrade my operating system to windows vista home premium 64- bit . Thanks!!1
