Turbo core not functional on dv6-6c35dx

I'm on a new AMD A8 based Pavilion dv6-6c35dx. I am monitoring the frequency with the included AMD system monitor and several other utilities. I am expecting single threaded applications to recieve and occasional boost to 2.5 ghz from the Turbo Core feature, however I have yet after several hours, seen any of the cores go beyond 1600mhz. I've set my power setting to "Maximum performance," but I have made no other modifications.
Sysoft Sandy list the cpu as featuring Turbo Core technology.

I don't have a lot to go on, but according to the HP support person I talked to, the turbo core feature of the processor has been dissabled by HP.
This means that a processor that is advertized as being able to run single threaded up to 2.5 ghz in turbo core mode has been throttled to 1.6 ghz. That's a big difference. I don't have a grudge with HP, but that is a problem big enough for a recall, considering it's a feature you paid for and didn't get. well, maybe at least someone could say "there, there now."
