Webcam on dv2500T stops operating

I recieved this computer refurbished from a seller on ebay and the webcam was saying it was used by another program and couldnt operate

 

so i sent it back so they could fix it (and the fingerprint scanner)

 

recieved it in the mail today and both worked perfectly all day. all the sudden tonight i tried to use the webcam and its saying that it was used by another program and couldnt operate. so i tried all the tricks and nothings working. now my quickplay isnt even displaying a webcam but it shows up in device manager

 

i have all the latest drivers and the latest updates from windwos vista, and i flashed my bios and all kinds of that stuff. so i dont know what to do from here.

May be it IS being used by another program. Do you see anything suspicious in the Task Manager?

 

If not, another tool I think that can help is ProcessExplorer (this is a microsoft tool):
