I have just bought an HP envy 17 i7 -2001ea with a 2630QM processor. I get a windows experience score of only 4.6 ! A similar a version with same processor and graphics etc had a much much higher number from the processor . It is the processor that is limiting the index. Why the difference ?

do a hard restart and make sure there are no background applications running. then re-rate the system. sometimes the WEI doesn't give an accurate reading
