hp mini 5101 fan keep running

Is there any way to adjust the fan on the netbook 5101? The fan keep on running even the unit is idle.

I had an HP TX2000 12" laptop and the fan ran all the time, even with only Windows running.  Maybe because the fan was designed so thin.  Or maybe you need to just open it up and clear out dust.  Anyway you can see all the parts including the fan here:
