I am using laptop PAVILLION 15-N206Tx operating system window 8.1. keys T and Y are not working.

Try the following.

 


Hard reset:
Shut down the notebook, unplug the AC Adapter and then remove the battery. Disconnect all the external peripheral devices connected. Hold down the Power button for 30 seconds. Re-insert the battery and plug in the AC Adapter.

Power on.


Tap away at the esc key as you start the notebook to see if this will launch the Start-up Menu and then select F10 to enter the bios menu.
Press F5 to load the defaults (this is sometimes F9, but the menu at the bottom will show the correct key), use the arrow keys (assuming they work in this menu) to select 'Yes' and hit enter.
Press F10 to save the setting and again use the arrow keys to select 'Yes' and hit enter.



Let the system boot into Windows. Check the keyboard.



Note--
If you find the keys don't work in the Bios menu, then this is likely to be a Hardware issue.

In addition to Visruth, You can run a Hardware DIag to find out if its a hardware issue:

Restart the computer and Press the F2 key immediately to enter ‘Hardware Diagnostics’ and then perform the Keyboard test.

in addidtion to their helpful answer, 

 

try to boot to f11 > troubleshoot > Advance options > command prompt >then test the keyboard.

 

if the keys does not work in the command prompt outside windows, its hardware failure and needs to be repaired. (contact HP for warranty support)

 

if it worked, its just a software issue and you can perform system restore to bring it back to a previous time when its still working fine.
