Hello. I have a dv2312us with keyboard response problems - the machine acts as if the Ctrl key is always pressed, so any key I press acts as Ctrl-key.
When I plug in a USB keyboard, the external keyboard works fine. The notebook keyboard also works except the Ctrl key doesn't work at all.
When I boot into the system BIOS, then neither keyboard works - every keypress is just a beep with no screen action, except the ESC key move the highlight to Exit.
Is this a keyboard problem or system board problem? I've checked the internal keyboard connector and nothing looks amiss.

Sounds like a keyboard problem, probably something foreign stuck in there. Try clean the keyboard with a can of compressed air. I assume it is a new problem and the keyboard worked before - if it never worked, send the notebook back.
A can of compressed air do wonders, and is absolutely necessary if you are like me having sandwiches in front of my notebook. Be careful with that cup of coffee too.

thanks for your reply, but it doesn't explain why the laptop keys start working as soon as I plug in an external keyboard.
It would be nice to fully understand the reasons why a failure results in the symptoms observed, but sometimes it is unnecessary. It is most likely the keyboard itself needs replaced. If HP's warranty will cover that it is your best option. If it won't check laptop repair sites, ebay, or HP Parts for the replacement. If you are ending up having to buy a keyboard yourself, I also recommend taking keyboard aside and seeing if you can shake anything out or as a last resort even agitating it in a hot detergent solution, rinsing it out, shaking it gently, then letting it dry in front of a fan for a couple days.
