I bought a "refurbished" dv7-7247cl on-line and installed a SSD as my primary drive from my previous laptop. It had the Intel "rapid start" running until installed 16gb of ram. Does that mean that I have a msata drive on the mother board? I can't see it in the bios and with the SSD as my primary drive it doesn't seem to matter if the "rapid start" is off. How can I tell if there is a msata installed without taking the laptop apart?

An mSATA drive is not part of the standard delivered configuration for your notebook, so it is unlikely that one is there unless you special ordered it or installed it yourself.
If it were there and being used as a cache disk with Intel RST you wouldn't be able to tell it was there.
