HP Mini 110-1030NA

When I try to turn the notebook on it tries to reboot but just keeps going in a loop and never actually gets to windows.  It does not have a cd drive to buy a recovery disk and I did not make one on a flash drive prior to this

Can you get to safe mode?  (F8 after initial startup)
