HP Pavilion dv6 1120eq CPU 100% on battery

Hello!
I am having problem with my HP Pavilion dv6 1120eq. When I`am using with power plugged in it`s working fine, when i unplug and battery discharging, when the battery reach 60-50% of level my CPU is going UP to 100% constantly and not drop neither for 1%. I tested on clean install of Win7 Pro(x86) and same problem. On Ubuntu it`s working very smooth. I did the updates for bios and other drivers and same..Is not working...

Hve you updated the BIOS since purchase?
There have been many updates (I count seven) since release to manufacture.
Have you applied the Essential system updates and QFE's?

I maked all BIOS update and Windows updates. All drivers are up to date. The annoying part is because i have a friend and his laptop is working fine. The laptop is same as mine only the serial number is different(windows 7 same as mine). I installed Ubuntu and on that OS it`s working fine. On vista same... only on windows 7 is not working...with original hp drivers or other drivers( Ati.com, intel.com ...)

Perhaps a system file has issues. Use the Windows system file checker as detailed below:
While booted into Windows click on the start orb and type cmd. At the top you will see an icon that lookes like a windows comand line window. Right-click on it and select run as administrator.
When it opens type in sfc \scannow and then press the enter key. Let the system file inspector check all system files. This will take a while to complete. It may even require that it be done on the next startup. If that is requested answer yes. If the system file checker finds any system files that it deems to be damaged or corrupt they will be replaced with a fresh copy. When ithe system file checker is complete, restart your notebook and check to see if the issue still persists.

Ok.
It is time to save your data, photos and music to an external disk. Find the install disks for any software you have installed that was not delivered with the notebook. Perform a Factory image recovery via the hard disk's Recovery manager or the recovery disk set.
Unless someone else has other ideas to suggest besides a full recovery, a fresh operating system is about the only thing that should resolve the issue.

I made a fresh install...(format all partitions,delete partitions, make new partitions, like i buy a new hard
). Same problem.

Is your notebook still in its warranty period? (standard warranty is one year)
If so, contact HP Customer Care.

Keep an eye on BIOS update in the Drivers & software downloads section of the web suport portal.
Perhaps there will be an update that comes out to adress the issue. You cannot be alone in facing this.
