Microsoft .NET hangs up on hp pavilion dv6 notebook

HP Pavilion dv6 notebook pc

intel(R) core(TM)i5-2430M CPU @2.40GHz

4GB ram

 

when ever i run vb.net on my system, it starts hanging. the response is very slow. it takes even more than 20 secs to even respond to a single mouse click or anything else..

 

my question is

 

why Microsoft .NET hangs up on hp pavilion dv6 notebook?
 i have tried same model of notebook. .net hangs every where on hp notebooks..why?
