Omnibook XE2 battery-boot failure

As a field-computer I use an old Omnibook XE2 equipped with a 15GB hard disk, 256Mb ram, Windows XP and a new 4000 ma/h Li ion battery .  Machine works perfectly (if somwhat slowly) except for the following:  When remaining battery charge level falls below 96%  on the taskbar monitor, the machine will not boot from the battery.  If reboot is attempted In this circumstance, the machine switches off with a barely audible click very early (a few seconds from switch-on) in the POST boot phase.  This occurs even if power management is disabled in the Bios.  At all times machine boots perfectly from the AC charging unit.  I know the battery to be new and sound - If  mains power is disconnected immediately after post,  the machin will work off the  battery for hours.  Anybody got any ideas ?
