When I disconnect my charger, the mouse and keyboard will stop working and have to turn off comp

Hi everyone, I got a new computer, HP PAVILION and ervy single time I disconnect the charger from the electric plug, the mouse and keyboard will stop working, which means, ebry single time I have to turn off the computer with the power button and then turn it back on again, and of course I got that black screen saying that windows was not shut down properly and all that.
Also if I turn the computer on, and it is not plugged, then I will only see a black screen and will never start from there.
\Can anyone help me?
I do not really know anything about computers, so if anyone can help, please be mindful of that, so u can give me some explanation in a very basic language,
