hp pavilion dv6-1235ee is unable to boot any CD or DVD

My HP pavilion dv6-1235ee (came with windows vista) can't boot any CD or DVD?

 

-I tried to install intel chipset driver and when i restarted the notebook shuts down and from now on i can't boot any OS installation DVD or any bootable DVD generally

-My hard drive is already formatted due to a previos boot record failure ( no recovery is found )

- I suspect the BIOS but don't know how to reflash it without windows

Does it boot to bios (F10)?

yes it boots to bios and i can enter BIOS setup
